Job Description:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Inventory Management Specialist and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-7). Examples of specialized experience include (but are not limited to): Knowledge of supply principles, planning, inventory and accounting methods required to manage an inventory program; knowledge of technical characteristics and uses of medical and non-medical devices; knowledge of computerized inventory systems and ability to download and upload data to the appropriate databases; working knowledge of computerized inventory management systems and the ability to use various computer database applications, such as General Inventory Package (GIP), and office software programs for various communication functions and reports; ability to use bar code scanning equipment and appropriate tagging equipment for inventory control purposes; and knowledge of contracting and purchasing laws and regulations, inventory management policies, directives, standard operating procedures and practices, and best practices in supply/equipment/distribution management. --OR--
Substitution of Education for Specialized Experience: A master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D.., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Inventory Management Specialist and been obtained at an accredited college or university. NOTE: Transcripts Required.

Combining Education and Specialized Experience: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Inventory Management Specialist may be used to meet the experience requirements for this position. Transcripts Required. You will be rated on the following Competencies for this position:
Computer SkillsContracting/ProcurementPlanning and EvaluatingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting of light boxes generally less than 40 pounds, utilizing appropriate material handling devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment. Working Conditions: Work is primarily performed in normal office surroundings involving everyday risks or discomforts which require normal safety precautions. Required to use safe work practices with office equipment, avoid trips or falls and observe fire regulations and traffic signs. Frequent trips outside are required for visits to the other areas of the Medial Center; such as the warehouse and some Veteran care areas, in order to resolve problems, cover for other members in the unit, attend meetings and training.
