Description: Director of Human Resources College of Education University of Illinois at Urbana-Champaign The College of Education is accepting applications for a Director of Human Resources. The Director provides leadership in developing and implementing human resources strategies to support the College of Education's mission as it relates to workforce management. Major Duties and Responsibilities: Strategic Leadership: Serve as the HR officer for the College of Education leadership team; collaborating with the Executive Assistant Dean for Administration and Business Operations staff where finance and HR intersect; and foster a positive, productive and inclusive work environment while supporting the College's mission, vision and values. Provide leadership and guidance in the area of human resources to all employee groups including, academic, civil service, graduate students, and hourly employees, as well as, their supervisors. With the Executive Assistant Dean for Administration and College Business Operations, generate, research, analyze, and interpret ad hoc financial and human resources data for reports, budgeting, and strategic planning purposes. Participate with the preparation and submission of the College's Hiring Plan and annual budget, via Salary Planner, in concert with the Executive Assistant Dean for Administration. Serve as an advocate to and active participant in the University's community of HR professionals. Represent the College at the Academic Caucus and other campus level committees, work-groups or teams related to human resources. Serve as primary liaison to university units including Illinois Human Resources, Staff Human Resources, Office of Diversity, Equity, and Access, Claims Management offices, and Legal Counsel for all human resource related issues. Human Resources: Accountable for all facets of HR for the College of Education, including oversight and management of the HR staff performing employment actions for the life cycle of an employee. Use independent judgement in providing guidance and recommendations for appointment requests, related to recruitment, hiring, onboarding, appointment processing, employee evaluations, employee relations and separations, while maintaining compliance within the federal, state and university policies and regulations. Supervise and lead Human Resources team. Foster the learning and development of others, access staff strengths and areas of development, and provide appropriate feedback and avenues for developmental activities. Oversee the search process for academic and civil service hiring. Including the development of job descriptions, ad placement, search committee process, interview questions, and the completion of search documentation. Prepare or approve employment offer letters, memorandum of understanding documents for shared employment with other university colleges, and agreements documenting shared employment arrangements with the College of Education. Ensure timely separation procedures for all employees, whether by separation, retirement, a change in position, notice of non-reappointment or termination, following all applicable policies and exit procedures. Consult with separating employees to provide best practices for a smooth transition. Responsible for reporting compliance matters pertaining to mandatory employee trainings, including annual reporting of Ethics Training, Discrimination and Harassment Prevention Training, and Report of Non-University Activities. Oversee the bi-weekly payroll process, assuring the timely review and approval of time sheets. Coordinate transfers and corrections as needed. Manage the College's Academic Vacation and Sick Leave (AVSL) portal, provide internal training and guidance in its use for HR staff, employees, and supervisors. Supervise the evaluation process for academic professional and civil service employees, providing guidance and training to supervisors and employees as needed. Assure performance review compliance in college units. Serve as a resource to supervisors who require guidance or are seeking training opportunities related to delivering performance reviews to their employees. Offer leadership and counsel on employee relations issues for the college and its unit administrators. Help manage and facilitate disciplinary, grievance, and termination procedures. Mediate employee relations issues for units and interface with University/Campus HR administration groups. Administration: Evaluate HR process and procedures and identify opportunities to improve efficiency and customer service for both internal and external stakeholders. Foster activities and communication in support of an inclusive, encouraging and positive environment. Communicate unit, campus, University and other policies and procedures to the College of Education faculty, staff, and students. Develop internal policies and procedures as needed. Create, manage, and maintain comprehensive employee personal electronic filing systems, including proper management of sensitive and confidential documents. Create and maintain a readily accessible repository for college policies and procedures; review for periodic updates as needed. Supervise, train, and mentor College staff on human resource policy and procedures. POSITION REQUIREMENTS AND QUALIFICATIONS: Required Education, Experience and Qualifications: Bachelor's degree in human resources or related field. A minimum of eight years of relevant professional experience in human resources, five of which must be at the University of Illinois. Demonstrated ability to think strategically to address emerging trends and issues in talent management while providing direction on day-to-day HR practices. Experience supervising staff and overseeing a team. Experience with Banner Human Resources module, HR Front-End (HRFE), Hire Touch, ANA, PARIS, Salary Planner, and I-9 Tracker. Experience using Business Objects or other tools to access data from EDW. Must be able to use Excel spreadsheets. It may beneficial to train or have skills in Business Objects for Data Warehouse reporting, and to have or gain expertise in creating and using Access or other databases. Must have a record of accomplishment that reflects excellent organizational skills, effective verbal and written communication skills, and attention to detail and follow through to complete tasks. An in-depth understanding of the university's guiding principles related to academic, civil service and student appointments is required. Must be familiar and comfortable with pertinent areas within the University's Statutes and The General Rules Concerning University Organization and Procedure, the State Universities Civil Service System, Provost's Communications, Campus Administrative Manual Personnel Policies, State Universities Retirement System guidelines, and relevant current federal and state rules and regulations. Successful candidates will have: Excellent problem-solving and written/verbal communication skills. A strong work ethic and the ability to see the big picture, attention to detail, and follow-up. Knowledge and experience with academic and civil service personnel policies and procedures for the Urbana campus. Strong project and time management, team building and conflict resolution skills, as well as skills and abilities to work cooperatively with all constituencies of the College of Education. An approachable leadership style, and a consistent focus on the college's immediate and strategic goals. Effective use of interpersonal and communications skills that incorporate tact and diplomacy. The ability to maintain appropriate confidentiality of work-related information and materials in accordance with regulations and ethical norms. Preferred Training, Licenses or Certifications: Professional in Human Resources (PHR) and/or Society for Human Resource Management-Certified Professional) (SHRM-CP) certifications.
