Job Summary
The Utility System Controls Engineer is responsible for providing
engineering support for the operations of the utility production
and distribution systems for the F&S - Utilities Division at
Urbana-Champaign.
Duties & Responsibilities
Provide controls and support for operation, programmatic
maintenance, and planning of campus utility production plants and
distribution systems. Will be required to perform field inspection
and verification of systems in production plants and distribution
systems climbing ladders and stairs in unconditioned and dusty
environments. Will be required to become qualified to use personnel
protective equipment (PPE) to enter and inspect confined
spaces.
Provide management and oversight on utility system projects
including: plant/system controls, utility metering, data reporting
and collection systems, and design of complex utility systems.
Assist with the development of safe and efficient operating schemes
for production and distribution systems including accurate system
documentation and configuration control. This should include
instruction, to operators and others, on safe and efficient
operation of utility systems.
Provide troubleshooting support for existing component and system
problems.
Assist with the development of computer modeling applications,
economic and cost estimating analysis, analysis of engineering
data, and consulting with personnel from many different University
and campus units about utility issues.
Perform material condition inspection of controls and electrical
systems to monitor system readiness to provide reliable utilities
to the campus.
Provide critical review of utility aspects of new construction and
major remodeling plans developed by architects and engineers for
campus capital and facility renovation projects.
Develop and maintain effective working relationships with
University, campus, and departmental officials/staff to promote the
success of established University and F&S objectives and
goals.
Serve on University, campus, and departmental committees/teams as
required. Provide training and development for others in the
organization as required.
Promote safe operations and support departmental safety initiatives
and programs. Monitor personnel to assure safety and security
policies are being followed.
Able to accept occasional non-working hour call outs, for
unscheduled utility outages or problems with production systems.
Willingness to fill in for others in the organization when
needed.
Perform other related duties as assigned.
Support the Mission, Vision, Values and Guiding Principles of
Facilities & Services. Promote safe operations and support
departmental safety initiatives and programs.
Additional Physical Demands
DIFFICULTY:
The responsibilities of this position are directly connected to the
operation of the plant and the administration and staff's ability
to perform their required responsibilities. The requirement to
consistently prioritize tasks; effectively manage several immediate
demands; remain flexible in adjusting to procedural and schedule
changes; and manage physical demands such as excessive walking and
climbing stairs are inherently a part of the position for
successful work performance.
PERSONAL RELATIONSHIPS:
Performance of the position responsibilities requires continued
daily interactions with all Utilities personnel, routine contact
with F&S personnel, and occasional (weekly) contact with
Utilities Administration. Establishing and maintaining positive and
effective relationships with all levels of supervision, management,
and faculty is essential.
ENVIRONMENTAL DEMANDS:
A. Physical Requirements: Predominantly normal office work, walking
and stair climbing. The position also requires walking through the
Power Plant and Chiller plants, the use of appropriate PPE, and
exposure to plant conditions.
B. Work Environment: Performance of required duties brings in
contact with very hot and cold conditions, dust, and noise both
inside and outside of the plant.
Minimum Qualifications
Bachelors Degree in in mechanical engineering, electrical
engineering or a related field. One year of work experience in a
utility or industrial plant related field. Demonstrated experience
directing, supervising, and /or overseeing engineering
projects.
Preferred Qualifications
1. Professional Engineer license or progress towards obtaining a PE
license.
2. Five-years experience working in a utility or industrial plant
related field.
3. Experience working with industrial Digital Control Systems.
4. A high level of proficiency with Microsoft Office desktop
products, project planning software, and utility system software
such as Etap, KY Pipe, Heat Map, or similar products.
Knowledge, Skills and Abilities
Demonstrated managerial skills to direct, supervise, and oversee
engineering projects both large and small. Familiarity with and
ability to function in a unionized, Civil Service environment is
preferred.
Excellent communication skills are required for maintaining good
relations with all members of the campus community, under a wide
variety of circumstances. Ability to communicate complex, technical
information/data in a user-friendly format is essential.
Ability to prioritize work with disciplined time management to
thrive in a multi-tasking and dynamic environment, dealing with
multiple utility systems including electric, steam, chilled water,
water, waste water, and natural gas.
Appointment Information
This is a 100% full-time Civil Service 5002 - Program Coordinator
position, appointed on a 12-month basis. The expected start date is
as soon as possible after 10/2/2023. Salary is commensurate with
experience.
